The state that says no

Washington. Every brand in the hub declines registrations there and none is quietly routing around the ban. State law on online play is harsher than anywhere else in the country and the operators have concluded it is not worth testing. The account will not open.

The four grey ones

Idaho, Michigan, Montana and Nevada get handled brand by brand. One accepts you, the next does not, and the reasoning is internal policy rather than statute. Where a brand publishes its exclusions we record them, but only the brand rulebook settles the question.

Everywhere else

Broadly available, with age doing the gatekeeping. Eighteen is standard, a few brands hold out for twenty-one irrespective of local law, and it is worth confirming which before filling in a form rather than after.

Being located

Geolocation fires at registration and fires again at withdrawal. Routing around it with a VPN breaks the terms at every brand in the hub, and the standard consequence is a closed account with the balance stranded inside. Stranded balances are not paid.

Caveat

We measure cashiers, we do not practise law, and promotional statute shifts. Orient here, decide from the brand rulebook. An operator that accepts your registration has already formed the only opinion that carries weight.
